The City Administration is seeking proposals for projects that are eligible for funding courtesy of the American Rescue Plan Act (ARPA). Approximately $20 million of the $75 million the City received remains to be allocated to projects, businesses, and organizations, with a focus on those most impacted by COVID-19. Any non-profit, local business, or agency is encouraged to submit a Project Application for funding which will be fully vetted and examined by the City.

Applicants needing assistance in submitting a project application are encouraged to make an appointment between October 3, 2022 – October 13, 2022. Use this link to schedule an appointment to meet with an ARPA Coordination Team Member for either a conference call or a virtual meeting to walk you through the process.

Organizations that sent in a project proposal for ARPA investment during the Phase I Submittal Period last spring are encouraged to fill out a shorter application form for returning applicants, as the City already has their standard documentation and agency information on file. Both forms can be found and submitted via the City’s dedicated ARPA website: Propose an ARPA Project – City of Lynn American Rescue Plan Act (lynnarpa.com)

The City’s schedule for vetting Phase II applications includes closing applications in mid-October; publicizing projects in early November; and going before the City Council for a vote on November 22, 2022. The proposed projects must be obligated/contracted by December 31, 2024 and all project funds must be spent by December 31, 2026.

Submittals for projects must be received by midnight on October 17, 2022. As part of the City’s efforts to maximize Lynn’s ARPA funding, the project applications are being consolidated and other state and federal resources are being utilized. However, this will be the final opportunity to apply for this one-time revenue resource. It is important to note that funds may not be placed in reserves, or used to pay settlements or other judgments, nor may funds be used to pay debts or fees related to issuing debt.
