From the City of Lynn: The City of Lynn is accepting feedback from the community until the end of November for the ADA Self-Evaluation and Transition Plan.

Nicholas Alonzo, Transportation Program Manager with the Planning Department and Public Health Department, is working with Kessler McGuinness & Associates, LLC (KMA) and the Lynn Disability Commission on our City’s Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan to ensure all Lynn residents and visitors have access to all municipal facilities, programs, and services. This plan is split up into two major phases, along with the survey.

Phase I

Currently underway, this phase includes four tasks and is funded by the Lynn Disability Commission.

Task I is Staff and Community engagement. This is where project consultant, KMA, will develop a closer understanding of how City departments and staff work in regards to accessibility, possible areas of weakness, and the Lynn community’s priorities regarding accessibility across the City’s programs, facilities, and services.

Task II is the evaluation of programs, where KMA will work to assess all of the City’s programs — including the website, all written rules and regulations, policies surrounding accessibility such as ADA grievance procedures, and more.

Next is Task III, which is the evaluation of facilities where KMA will have their accessible design experts audit all municipal facilities, including City Hall, the Public Library, the Senior Center, Fire Stations, the Police HQ, and more.

Task III will then inform Task IV, which is the Action Steps. This is where the City and the Disability Commission work with KMA on the final Self-Evaluation and Transition Plan, which will go into detail on each of these topics and provide actionable steps, costs, and priorities to address accessibility issues across each.

Phase II

This grant-funded phase will expand the project to include all municipally-owned and operated parks, playgrounds, and parking lots. Goldfish Pond Park, Lynn Common, Flax Pond, Lynn Woods, and many more locations around Lynn are on this list. The same process will be applied to these properties; KMA will closely audit each and include them in the Self-Evaluation and Transition Plan.

Phase I was originally planned to be completed by Spring 2027, but with the confirmation of Phase II the schedule is currently being readjusted with the goal of completing the final Self-Evaluation and Transition-Plan in 2027. Updated timelines will be shared when they are finalized.

Survey

A big step in this process is giving the Lynn community an opportunity to offer input and voice concerns via a public survey. This short, six-question survey helps the project team gather useful data, and better understand the community’s priorities regarding barriers to access for individuals with disabilities. This information will help inform the final Self-Evaluation and Transition Plan documents, which will be guiding forces in coming years as Lynn continues to strive for full accessibility across all municipal facilities, programs, and services.

The project is in its public survey phase from now until the end of November. This survey will help KMA identify priorities in relation to ADA-related issues, which will then help inform their final reports and plans for this project. The survey is available in 6 languages – English, Spanish, Portuguese, Khmer, Haitian Creole, and Russian.
