The Councilor At-Large candidates listed below have collected the required number of signatures to be on the ballot for the City of Lynn’s Preliminary Election. Candidates were asked to provide a picture & campaign information, which have been listed below.

Donald Castle

Donald Castle

I am a proud graduate of the Lynn Public Schools. I attended Cobbett Elementary, Breed Jr HS, and Lynn Classical. I earned by B.A. from UMass and graduated law school with a J.D. I am a life long Lynn resident and reside in Pine Hill.

I am active in my neighborhood and community. When my mother was 7 months pregnant with me, and my brother was only 4 years old, my father passed away. My mother taught me the meaning of hard work, treating people with respect, and fighting what you believe in. I love the City of Lynn and will always fight for for what is right.

I recently retired and will serve as your FULL-Time Councilor at Large. We need to fully fund our police, fire, and DPW departments. We need to keep our streets and parks clean and safe. We need to unite as ONE LYNN!

José Encarnacion

José Encarnacion

I am José Manuel Encarnacion, a resident of this, now welcoming and wonderful city of Lynn, since 1983. I am the seventh of 13 siblings, married and the proud father of 6 children. Graduated from UMASS Boston with a bachelor’s degree in Economics. Currently working as a customer service agent at JetBlue Airways and active Community Activist and strong believer in God.

Both, I and my entire family, since our arrival in this city, have been humbly contributing to its strength as a welcoming, diverse, working-class and middle-class community. Rincon Macorisano Restaurant, Palace Auto Music, and Oasis Beauty Supply, businesses established in the 90s, are a sign of our firm confidence in the place we chose to live and motivation for other entrepreneurs of the time – immigrants and locals alike

Richard Felton

Richard Felton

My name is Richard L. Felton, and I am running for Lynn City Councilor AT Large. And a Naval Veteran of 22 years, and was a Massachusetts State Trooper for 27 years. I was the Grand Master of The Most Worshipful George Carver Grand Lodge of Massachusetts for three years.

As a resident of Lynn for the past 37 years living in Ward 4 I understand that we have experienced multiple concerns that the resident of our community have expressed.  I have been married for 40 years and have three children. I also run two business Private Investigator, and Shadow Security LLC.

My platform is for change, that each ward within the city receives the same funding and care.

He is educated, a hard worker, has remarkable integrity and is not afraid to take a stand against the political establishment in Lynn in order to support his constituents.

He listens, learns and leads on a multitude of important issues Lynn faces from rising rents to keeping our city clean, Brian continues to be in the forefront of these critical issues around our city. Brian is asking for one of your four votes toward his re-election as Councilor At-Large on September 5th and November 7th.

Nicole McClain*

Nicole McClain*

Nicole Mcclain is a Lynn native. She is running for office because she cares about this city as a whole. Nicole wants to support and amplify the voice of the residents that are doing so much to improve our city. The unions, the non profits and community organizations that give to our residents daily. If you are doing the work that pushes for growth for ALL of Lynn, As your Councilor At Large, Nicole will be there as a strong supporter of your efforts.

Residents need to be informed of government services and decisions being made by our local government. Councilor McClain will be easily accessible to answer any questions or concerns constituents may have. Put her to work for the City of Lynn! Vote September 5 and November 7th.

Hong Net

Hong Net

Hong Net is a Cambodian “Killing Fields” survivor. He came to the U.S. alone at the age of 15 from a refugee camp in Thailand with nothing but a plastic bag and an X-ray of a broken arm. Hong has 30 years of experience in social work, education, and governmental leadership in the U.S. and abroad. After graduating from college with a degree in Political Science, Hong was asked by the United Nations Development Program and the USAID to assist Cambodia’s newly formed democracy working with cabinet ministers for three years to create policies for their public safety, education, job creation, and tourism industry. He also was asked to run an international language center and taught English and computer skills to over 800 local students.

Here in the U.S. Hong was given the opportunity to teach ESL to new immigrant students in the Chicopee School System. He also taught citizen classes to Southeast Asian students in Lowell and was invited to speak at the United Nations in New York on politics in Cambodia and the Southeast Asian refugees.

Hong’s ongoing commitment to public service is reflected in his work as a Child Support Enforcement Specialist with the Department of Revenue providing help for 27 years securing economic assistance for children and families of Massachusetts and as Lynn’s City Councilor-At-Large for seven terms. Hong is a business partner at the Rainbow Adult Health Day Care on the Lynnway providing daily healthcare, counseling, and wraparound services to seniors and disabled residents throughout the North Shore. Hong is a former member of the board directors for the YMCP MetroNorth, RiveWorks Credit Union, LYSOA, advisory board of Project YES, delegate of the SEIU Local 509 to the North Shore Labor Council, and an advisor to the KARONA Center.

Candidate Profile Videos

LCTV contacted all candidates running for elected office with an offer to record a video talking to Lynn voters. Below is a compilation video of all the Council At-Large candidate videos, with candidates in alphabetical order. Individual videos are available on our YouTube channel and are linked in the candidate’s bio above.

Candidate Profiles will be airing on our Government Channel (Comcast: 22 / Verizon: 37) every day at 7AM, 2PM, & 8PM. They will air in groupings of candidates in order of Councilor At-Large, Ward Councilor, & School Committee. If a city meeting we broadcast live is scheduled (City Council, School Committee, Licensing Commission, etc) that meeting will play instead of these videos during the allotted time.

LCTV reached out to all candidates during this election cycle multiple times. If a candidate does not appear it means that they either missed the deadline to confirm recording or declined to participate.
