Work in preparation for the UV pilot program is projected to begin today (Monday, April 28). Direct abutters should receive a letter regarding this announcement. The following work is planned:

  • Saw cutting of pavement, excavation of trenches, and installation of conduits between the generator, pumps, and UV system locations. The trenches will be temporarily covered with steel plates until both the electrical and pump discharge piping are installed in the trenches. Upon completion, the trenches will be paved.
  • Excavation for a new access hatch to the Lynn culvert in the median on Eastern Avenue. This work will occur during the week of April 28th immediately upon completion of the trenching.
  • Jersey barriers and fencing will be installed upon completion of the trenches and the hatch to delineate and protect the staging areas for the pumps, generator, and UV system. The barriers and fencing will remain in place for the duration of the pilot.
  • The pumps, piping, generator, and electrical equipment will be installed within the fenced staging areas during the two weeks following the completion of trenching (May 5th – May 16th).
  • The UV system will be delivered to the site on May 19th and a crane will be on site to set the UV system within the designated enclosure. Once in place, the plumbing and electrical connections will be made with startup and testing immediately following.

Please note that the commencement of the pilot operation is aimed for Saturday May 24th (Memorial Day Weekend).

During all times that contractors are working in the roadway, police details and traffic control signage will be employed to minimize disruption to traffic throughout the area. At various times, temporary detours will be required to facilitate the work. All construction activity will occur between the hours of 7:00am and 4:00pm.

Temporary Resident Parking Only on Eastern Ave.

The upcoming pilot program will necessitate a lane closure on Humphrey Street and will also affect Eastern Avenue and Ocean Avenue. In response to inquiries from direct abutters, we are implementing temporary and partial resident parking on Eastern Avenue (addresses 1-37) for the duration of the pilot, which will be from approximately May to late August.

Residents must register for a temporary resident parking permit by visiting Lynn.ThePermitPortal.com. The specific permit for the UV pilot program will go live on Tuesday, April 29th.

The City of Lynn has a street specific resident parking system. The vehicle is required to be registered to the address in order to receive the resident parking permit. Two (2) visitor passes are also provided free of charge. Resident permits and visitor permits are only issued to passenger vehicles.

For inquiries on parking, please contact the Parking Department at JChiappini@lynnma.gov

Beyond Walls Collaboration

We are partnering with Beyond Walls to explore painting a mural that would be placed along the perimeter of UV pilot equipment and are currently seeking input from direct abutters for the proposed artwork that will be displayed this summer.

Residents were invited to join Beyond Walls for a community meeting on Tuesday, April 22nd at Lynn City Hall. This meeting offered an opportunity for direct abutters of the pilot to share their ideas towards the artwork, including any themes, concepts, visuals, local stories, or references that could enrich the design.

Direct abutters unable to attend the community meeting can share their input on our input form at bit.ly/44dGqbx by Wednesday, April 30th.

The above information was submitted to us by the City of Lynn.

If you have a news story that you would like to share, please contact us via email or call 781-780-9460.
