MBTA Releases Second Annual Service Delivery Report

The MBTA has announced the release of its second annual Service Delivery Report, which evaluated service delivered during the Fall 2022 season.

With a focus on improving accountability and transparency, the MBTA has committed to providing a report to the public annually that evaluates actual service provided to riders as compared to the MBTA’s Service Delivery Policy (SDP). The SDP is a rider-focused policy that articulates the MBTA’s vision for a high-quality transit system. 

The 2023 Service Delivery Report evaluated MBTA service during the Fall 2022 season from August 29, 2022, to December 18, 2022. Provided within the Service Delivery Report is information on ridership, span of service, service coverage, accessibility, reliability, operated service, rider comfort, and paratransit standards. The 2023 Service Delivery Report also provides a comparison to the data available within the 2022 annual evaluation, which evaluated Fall 2021 service. The data that informs the annual Service Delivery Report is disaggregated for low-income riders and riders of color where possible.

The 2023 Service Delivery Report noted a number of findings, most notably that ridership was generally higher in the Fall of 2022 compared to the Fall of 2021. The 2023 Report also found that impacts from the COVID-19 pandemic continued to affect the MBTA’s service provision in Fall 2022, and that small declines in performance from Fall 2021 were primarily due to changes in service, service conditions, and operator availability.
