From Mayor Nicholson’s office: The City of Lynn is launching the Americans with Disabilities Act (ADA) Self-Evaluation and Transition Plan (SE+TP), with support from the Lynn Disability Commission, additional funding from the Department of Housing and Livable Communities, and partnership with KMA, LLC, a leading national expert in ADA compliance. This project will thoroughly assess how the City supports all of Lynn’s residents in the built environment.

“As a city, we are committed to ensuring that every resident can fully access and participate in the programs, services, and public spaces Lynn has to offer,” said Mayor Jared C. Nicholson. “This project will help us better understand where barriers exist and create a clear plan for making our community more accessible, inclusive, and welcoming for all.”

Through this initiative, the City will conduct a thorough review of municipal operations, services and infrastructure to identify barriers that may limit participation for individuals with disabilities and develop a roadmap for meaningful improvements.

Funding from the Lynn Disability Commission enabled the City to begin the project by hiring KMA to assess municipal facilities, programs, and services, including City buildings, public events, policies and procedures, and digital resources such as the City website. An additional grant award from the Department of Housing and Livable Communities, the City will expand the assessment to include all municipally owned and operated parks, playgrounds, and parking lots.

“Lynn Disability Commission appreciates the leadership, vision, and commitment demonstrated by the City of Lynn,” said Lynn Disability Commission Chair, Richelle Waterman-Williams. “The commitment is demonstrated through these efforts to create a more welcoming and accessible community where all individuals have access to and are empowered to participate fully. Together with thoughtful leadership and sustained action, we can build a community where we all belong.”

The resulting Transition Plan will outline recommended improvements, implementation timelines, and estimated costs, providing the City with a strategic framework for future accessibility investments.

Completing the ADA Self-Evaluation and Transition Plan will also strengthen Lynn’s ability to compete for and secure state and federal funding for accessibility improvements.

Residents are encouraged to help shape the City’s accessibility priorities by participating in a community survey. The survey is available in six (6) languages, as well as in print.
